Professor Bal delivered his keynote on title, "From Low-Resource to High Impact: NLP, Policy, and Community Development in Diverse Language Ecologies".

Linguistic diversity is a defining feature of South Asia, the Himalayan belt, Northeast India, and Southeast Asia - yet many of these langauges remain digitally marginalized in an era of rapid AI adoption. This keynote addresses how Natural Lanugage Processing can transform low-resource linguistic settings into high-impact socio-technical ecosystems when combined with thoughtful policy design, community engagement, and regionally relevant innovation.
