Biography

Shiva Bisangkhe is an advocate and has been teaching to BBM-LL.B students at the KUSL since 2017, initially as a guest faculty and from March 1, 2021 as a full-time faculty assuming the position of asst. professor.

He completed his Bachelor’s degree in Law from Tribhuvan University, Kathmandu in 1996 and earned a Master’s degree in Political Science from the same University in 2008. He also graduated in 2013 from the University of York, United Kingdom, with LLM degree in International Human Rights Law and Practice.

Shiva was the Chief Executive Officer at Nepal Law and Policy Centre (NLPC), Kathmandu, from June 2019 to February 2021. The NLPC works to foster citizens’ engagement in the law and policy-making process in Nepal. From 2014 to 2019, he worked as the Executive Director of Democratic Freedom and Human Rights Institute (www.dfhri.org) in Kathmandu. Previously, he worked from June 2008 to September 2012 as a senior program officer for human rights with the Kathmandu-based Alliance for Social Dialogue, a national foundation of Open Society Foundations (OSF) based in New York. He also worked for Nepal Water Conservation Foundation, a Kathmandu-based research organization from 1998 to May 2008, focusing on water rights, policies and management. He, meanwhile, served at the Ministry of Water Resources, Government of Nepal, from 2002 to 2003, as the chief of the personal secretariat of the Minister for Water Resources.

He has published articles on various subjects in journals and newspapers and co-authored three books on water-related issues; and has experience of taking part in various national and international training, conferences as well as seminars as a participant or a resource person/paper presenter.

Honors and Awards

He received Chevening Scholarship in 2012. The Chevening Scholarship is the UK government’s global scholarship programme, which is awarded to outstanding scholars with leadership potential for a one-year Master’s degree.
